This page has information specific to the proposal put forward by Loren Wiberg and ZYX Corporation to P.W.G.S.C. for R.F.P. #H1021-9-9012/B. This proposal covers the design, creation and implementation of a facility and program to produce medical marijuana. This marijuana will only be made available to Canadian Government approved scientific research institutions and those very ill persons who have applied for and been granted a Health Canada medical compassion exemption 57. Health Canada has called for scientific studies and clinical trials to be conducted into the medical benefits of marijuana by researchers for the Government of Canada. This controlled marijuana, produced under contract, will be available to research scientists, who will be required to qualify through Health Canada's selection processes.
This information has been assembled to provide a research tool for myself, Loren Wiberg, and my company, ZYX Corporation, in pursuing the specific #H1021-9-9012/B research production contract to provide a minimum quantity of 1865 kilograms of Pharmaceutical grade medical marijuana to the Government of Canada for $2.89 per gram. The contract was awarded on Dec 21, 2000 to Prairie Plant Systems of Saskatoon, Saskatchewan. The production will take place in a mine in Flin Flon, Manitoba.

As part of this contract ZYX Corporation is offering to purchase the decommisioned Penhold, Alberta "Diefenbunker" for $431,000 or lease it from the Canadian Government. The information regarding the contract and offer to purchase were being kept out of the media with Loren Wiberg and ZYX Corporation declining to be interviewed prior to Aug 15. 2000 in an effort to keep the entire project as quiet as possible to enhance security. By keeping the proposed new use of the bunker a mystery it was hoped not to draw a lot of attention.
ZYX Corporation released details on this project in a direct response to the upcoming call for quotes to demolish the Penhold, Alberta, "Diefenbunker", announced on Monday, August 14, 2000. ZYX Corporation was forced to come forward when the government stated that it will be asking for companies to submit quotes on the demolition costs to completely destroy the bunker.
The contract to demolish the bunkers was tendered out to with the work to take place from March, April, May, June of 2001.
These demolition contract costs will likely be in excess of several million dollars.
The demolition costs were in 2 amounts. approx $550,000 and $400,000. The company in K-Lor from Calgary. They will be salvaging some equipment to auction.
I can not stand by and do nothing when ZYX Corporation is willing to spend $431,000 to purchase this same bunker, for a specific use in the area of medical research, that is in the best interests of the taxpayers and serves the public good. It is amazing to see the Penhold, Alberta "Diefenbunker" being readied for destruction, at a cost of Millions of dollars, when it is the ideal High Security location to guarantee the safety and security of the community and the staff while ensuring that all the medical marijuana produced is rigorously accounted for. The most distressing aspect of the demolition plans are the P.W.G.S.C. is planning to spend Millions of dollars to destroy the bunker and then sell the small parcel of land for approximately $100,000 to $150,000 as agricultural land. It is remarkable that an agency of the Canadian Government can plan such a wasteful use of tax dollars. The P.W.G.S.C. have publicly stated, on many occasions, that they have no intention to wait to see how the contract for medical marijuna production is awarded and that they will proceed with demolition as quickly as possible. Waiting to award the demolition contract, until after the medical marijuana production contract is awarded, costs the P.W.G.S.C. nothing and could save the taxpayers millions of dollars.
The contract for demolition was tendered at almost the exact moment the contract to grow medical marijuana was awarded on Dec 21, 2000. The PWGSC appers to have waited until the contract was awarded on production, but the expense of destroying this facility and giving away all the generating and other expensive equipment to the demolition contractor to be disposed of for their personal profit is an example of government waste.
ZYX Corporation has included the following provisions in the offer to purchase the facility. A clause that insists the bunker can never be resold, except back to the government at the exact purchase price, with an allowance for inflation based on Statistics Canada data. ZYX Corporation will sign away various individual property rights to ensure that ZYX Corporation will always provide guaranteed access to government inspectors and police officers at any and all times. The security staff employed by ZYX Corporation will consist of retired senior RCMP officers that will be screened by the RCMP and CSIS to guarantee their character and loyalty to Canada. The security staff will accountable to, and report to, the Canadian Government first and ZYX Corporation second. The CBN filtration system that can allow the bunker to filter all substances from the air will have the filters removed to ensure that the RCMP will be able to displace those inside the bunker with tear gas if ever required. Also, if it is the only way for a deal to be agreed to, then ZYX Corporation will consider renting the facility. This causes concern to Mr. Wiberg because of the major renovation and equipment costs associated with modifying the building to be suitable to the various tasks: growing the marijuana; processing it into cigarettes and bulk packaging the marijuana; storage and shipping. It will be simpler for ZYX Corporation to own the structure and be able to freely do the required renovations without having a landlord - tenant relationship. Leasing the "Diefenbunker" will detract from the strict timetable required to produce marijuana within 10 to 12 months of signing the contracts.
The proposal ZYX Corporation offered was at a lower price than the winning Prairie Plant System bid. It offered much greater on-site security and better inventory processes and controls. The ZYX Corporation bid would have saved another Million dollars over the Penhold "Diefenbunker demolitions". ZYX Corporation will be involved in the ongoing research into medical marijuana and the production of this healing plant as it becomes legally available here in Canada.
